The BNL has been transitioned to a new, purpose built, Advance to Zero database. The new dashboard is currently under development and undergoing data validation and quality assurance to ensure the information presented is accurate, reliable, and suitable for public reporting. The BNL is active and continues to be used by participating organisations with the new AtoZ database providing enhanced privacy and security and improved functionality for frontline workers. The revised dashboard will provide better visualisation and information for the public to access when the design process is complete.

For reporting of key data, Advance to Zero uses a stock-and-flow dynamic for communities to understand the systems that contribute to and end homelessness. The three categories used to measure homelessness in a community are inflow, actively homeless and outflow.
Within each of these categories, AtoZ communities report on basic key indicators to inform performance and improvements within the system. These indicators are essential for communities to understand if the key interventions in the system are working effectively to reduce the number of people experiencing homelessness.
The data for this dashboard comes from a by-name list (BNL), a powerful tool for providing ‘live’ data on who is experiencing homelessness in a community where each person is known by their name. The by-name data is securely shared with partnered organisations so that each person experiencing homelessness can be placed in the centre of the service system. Every agency involved brings their expertise to work collaboratively and systematically end homelessness in their community.
There are currently five by-name lists operating across WA. These are the ‘Bunbury BNL’, the ‘Mandurah BNL’, the ‘Rockingham BNL (including Kwinana)’, the ‘Perth & Fremantle+ BNL’ and the ‘Geraldton BNL’.
